HUMANA in CONAMA: The importance of bidding well for the textile waste collection service

A total of 80 people - adding those who attended in person and those who did so through streaming - participated yesterday in the Round Table 'Textile waste. Bid and bid well' that Humana organized within the framework of CONAMA 2022.

The table was also the setting for the presentation of the 'Report on local public contracting mechanisms for the selective collection service for textile waste in the 15 most populous Spanish cities'.

As speakers at the event, held in the Bratislava Hall of the IFEMA Madrid Conference Center, the following performed:

  • Vicente Galván, Consultant in Circular Economy and Former General Director of Circular Economy of the Ministry of the Environment, Territorial Planning and Sustainability of the Community of Madrid.
  • Alicia García-Franco, Director General of the Spanish Federation for Recovery and Recycling FER
  • José Alberto Navarro, Legal Expert in the area of ​​public law and partner of the Uría Menéndez law firm
  • José David Moreno, National Promoter of Humana Fundación Pueblo para Pueblo.

The moderation was carried out by Rafael Mas, Humana's Director of Institutional Relations.

Some of the conclusions of the event

  • The collection and management of textile waste is a public service and as such it must be contracted through a tender that must be linked to the LCSP.
  • The purpose of the tender contract for the textile waste collection and treatment service must be a provision of a service and not an occupation of public space.
  • The number of containers per inhabitant in the tenders must be significantly increased, so that they can have several lots and thus the service can be contracted with different textile managers. As long as they are municipalities with a sufficient population for the distribution in lots to be efficient.
  • The market reserve must promote easier access to contracts for entities that have difficult access and must not exclude any type of operator.
  • The tender must promote free competition.
  • In tenders, solvent and serious objective environmental and social criteria must be sought so that the contractor is the most advantageous offer for the municipality.
